Context: The National Human Rights Commission (NHRC) took dynamic suo motu cognizance of a severe industrial explosion at a chemical manufacturing plant in Rewari, Haryana.

    • The NHRC acted independently (suo motu) on widespread media reports highlighting massive worker casualties caused by industrial negligence.
    • “Suo motu” is a Latin legal term meaning “on its own motion.” Suo motu cognisance occurs when a court or statutory body takes up a legal case or initiates an investigation on its own initiative, without waiting for a formal petition, complaint, or appeal to be filed by an affected party.
    • The industrial explosion originated in the chilling plant unit of a factory manufacturing chemicals, industrial inks, and aluminium foils.
    • Industrial records confirmed that regular repair work was actively underway at the chilling plant facility when the fatal blast occurred.
    • The initial blast immediately triggered an uncontrollable factory-wide fire, trapping workers and resulting in structural collapse.
    • The commission observed that the systemic incident prima facie constitutes a severe violation of the human right to life and safe working conditions.
    • Over 300 factory employees had to be emergency evacuated from the site due to secondary chemical explosions following the primary failure.
    • The case highlights critical gaps in the implementation of the Factories Act, 1948 and regular industrial safety audits within chemical-heavy industrial corridors.

Supreme Court Directs Immediate Implementation of Single-Window System for Child Adoption:

Context: The Supreme Court issued a comprehensive set of directions to clean up administrative delays plaguing legal child adoptions in India.

    • The apex court expressed deep concern over thousands of orphaned children waiting in institutional care due to bureaucratic bottlenecks.
    • The bench ordered the Central Adoption Resource Authority (CARA) to completely streamline its digital portal.

    • The judiciary mandated the creation of a centralized, secure single-window tracking system for all inter-country and domestic adoptions.
    • CARA is a statutory body under the Ministry of Women and Child Development established to oversee adoption practices.
    • The body functions as the nodal agency to monitor and regulate in-country and inter-country adoptions under the Hague Convention.
    • The court directed State Adoption Resource Agencies (SARAs) to update real-time child care institution data every 48 hours.

Context: The Cabinet Committee on Economic Affairs (CCEA) approved a major increase in the Fair and Remunerative Price (FRP) of sugarcane for the upcoming marketing season.

    • The CCEA officially approved an FRP of ₹340 per quintal for sugarcane for the sugar season spanning 2026–27.
    • This rate is explicitly linked to a basic sugar recovery rate of 25%from the raw cane crush.
    • A structural premium of ₹3.32 per quintal will be provided for each 0.1% increase in recovery above the base.
    • The newly approved price is historically the highest-ever price for sugarcane cleared by the central government.
    • The pricing policy guarantees a margin of over 100% above the comprehensive cost of production incurred by farmers.
    • The FRP is determined under the statutory provisions of the Sugarcane (Control) Order, 1966 issued by the Centre.
