TOPIC-1: 13th Edition of India–Sri Lanka Bilateral Maritime Exercise (SLINEX-26)

    • UPSC Relevance: GS Paper 2 (Bilateral Groupings & Agreements involving India; India’s Neighbourhood First Policy; Vision MAHASAGAR) & GS Paper 3 (Security Challenges and Their Management in Border & Maritime Areas; Interoperability & Defence Cooperation).

 

Introduction: The 13th edition of the annual India–Sri Lanka bilateral maritime exercise, SLINEX-26, was conducted off Visakhapatnam from September 17 to 21, 2026 managed under the aegis of the Eastern Naval Command. The exercise reinforces mutual understanding, operational synergy and maritime security between Indian Navy and Sri Lanka Navy in the Indian Ocean Region (IOR).

About SLINEX:

    • SLINEX (Sri Lanka-India Naval Exercise) which was conceptualized in 2005 has evolved into a key forum for enhancing tactical interoperability, seamanship, and joint maritime domain awareness.
    • The 2026 edition aligns with India’s overarching vision of MAHASAGAR (Maritime Security and Growth for All in the Region), cementing regional stability, anti-piracy capabilities and safe sea lines of communication (SLOCs) across the Bay of Bengal.

Key Highlights:

    • Participating Naval Assets:
      • Indian Navy: INS Kavaratti (indigenous Kamorta-class Anti-Submarine Warfare Corvette) and INS Jyoti (Fleet Tanker).
      • Sri Lanka Navy: SLNS Sindurala (Advanced Offshore Patrol Vessel).
    • Two-Phased Exercise Execution:
      • Harbour Phase: Included cross-deck visits, tactical interactions, sports competitions, yoga sessions, and joint planning briefings onboard INS Kavaratti.
      • Sea Phase: Executed multi-threat operational scenarios, gunnery firings, seamanship maneuvers, and communication drills in the Bay of Bengal.
    • Strategic Maritime Synergy: Enhances cooperative response capabilities against non-traditional maritime threats such as trafficking, illegal fishing, and piracy in shared waters.

TOPIC-2: India–New Zealand Free Trade Agreement (FTA) Entry into Force

    • UPSC Relevance: GS Paper 2 (Bilateral, Regional, and Global Groupings and Agreements involving India and/or affecting India’s Interests) & GS Paper 3 (Indian Economy — Foreign Trade Agreements [FTAs], Market Access, Agriculture Safeguards, Services Exports, and Foreign Direct Investment [FDI]).

 

Introduction: India–New Zealand Free Trade Agreement (FTA) will officially enter into force on October 20, 2026 (coinciding with Vijay Dashmi / Dussehra) which provides zero-duty access for 100% of Indian exports to New Zealand from Day One.

About the India–New Zealand FTA:

    • FTA complements the India–New Zealand Strategic Partnership: Roadmap to 2030 established during the Prime Minister’s visit to New Zealand in July 2026.
    • The agreement aims to double two-way bilateral trade in goods and services to NZ$7 billion (~₹35,000 crore) by 2030.
    • It is backed by a commitment from New Zealand to facilitate USD 20 billion in direct investment into India across infrastructure, manufacturing, and agricultural technology.

Key Highlights:

    • 100% Duty-Free Access for Indian Goods: Eliminates New Zealand’s peak tariffs of up to 10% on Indian labor-intensive exports including textiles, apparel, leather, footwear, gems and jewelry, engineering goods, and processed foods.
    • Input Duty Exemption for Indian Industry: Provides duty-free access for critical industrial inputs such as coking coal, wooden logs, and metal scrap, enhancing domestic manufacturing competitiveness.
    • Strict Safeguards for Sensitive Agricultural Sectors: Protects Indian farmers by keeping sensitive items—including dairy, animal meat (except sheep), sugar, edible oils, and key agricultural commodities—completely excluded from tariff cuts.
    • Calibrated TRQ & Agriculture Productivity Partnership: Structured Tariff Rate Quotas (TRQs), Minimum Import Prices (MIPs), and seasonal import windows apply to apples, kiwifruit, and Manuka honey. Establishes a Joint Agriculture Productivity Council and Centres of Excellence for orchard management and supply chains in India.
    • Services & Talent Mobility Gains: Secures MFN treatment across ~139 sub-sectors (IT, professional services, construction, tourism), along with a dedicated annual quota of 5,000 Temporary Employment Entry visas for skilled Indians and 1,000 Working Holiday visas.
    • Pharma Regulatory Fast-Tracking: New Zealand will accept regulatory inspection approvals from trusted authorities (US FDA, EMA, UK MHRA, Health Canada), accelerating market entry for Indian pharmaceutical and medical device exporters.

TOPIC-3: Gujarat’s Cultural Heritage Achievements in PM Mementos e-Auction 2026

    • UPSC Relevance: GS Paper 1 (Indian Culture — Visual Arts, Traditional Textiles, Tribal Art Forms, & Architecture) & GS Paper 2 (Government Initiatives for Environmental Conservation — Namami Gange Programme).

 

Introduction: The 8th edition of the PM Mementos e-Auction 2026 (held online from September 17 to October 2, 2026) features a distinct collection of 1,498 items, highlighting Gujarat’s architectural heritage, tribal arts, textile traditions, and technological milestones.

About the PM Mementos e-Auction:

    • PM Mementos e-Auction provides citizens, art collectors, and institutions an open platform (pmmementos.gov.in) to acquire gifts presented to the Prime Minister during national and international events.
    • Previous editions of the e-auction have raised more than ₹50 crore. This model links the preservation and appreciation of India’s cultural heritage directly with the financial support of a major national environmental initiative—the Namami Gange Mission.

Key Highlights:

    • Mata-ni-Pachedi (Devotional Textile): Known as the “Kalamkari of Gujarat,” this sacred painted textile depicts the Mother Goddess. Originating from the Vaghari community, the e-auction collection features a “Tree of Life” composition symbolizing wisdom, strength, and prosperity.
    • Pithora Ritual Wall Painting: A sacred tribal art form practiced by the Rathwa, Bhil, and Bhilala communities of central Gujarat (Chhota Udaipur region). It features ritualistic depictions of horses, deities (Pithora Dev), and cosmos-inspired motifs.
    • Modhera Solar Tile Innovation: Combines 11th-century Solanki architectural heritage with green technology, featuring an engraving of the Modhera Sun Temple on India’s first commercial solar tile.
    • Vadnagar Architecture & Local Handicrafts: Includes an architectural replica of the 17th-century Hatkeshwar Mahadev Temple (Vadnagar) with Ramayana/Mahabharata motifs, along with traditional Bhujodi woollen shawls, Lippan mud-mirror art from Kutch, and models of stepwells like the Adalaj Vav.
    • Contemporary & Tech Artifacts: Showcases a commemorative semiconductor plaque from Tata Electronics titled “Charkha to Chips” celebrating the transition to high-tech manufacturing, alongside sporting memorabilia from international table tennis player Manav Thakkar.
