The context:
The Directorate General of Training (DGT) and Shell India jointly launch the Green Skills-focused EV training program to empower youth on 12th June 2025.
About the Green Skills-focused EV training program:
-
- The Directorate General of Training (DGT), under the Ministry of Skill Development and Entrepreneurship (MSDE), in collaboration with Shell India, has launched a Green Skills and Electric Vehicles (EV) training program aimed at equipping students and faculty with future-ready capabilities in green energy and e-mobility.
- The program will be implemented by Edunet Foundation, the implementing partner of Shell, across 5 states i.e Delhi-NCR, Gujarat, Maharashtra, Tamil Nadu, and Karnataka, empowering thousands of students with industry-ready skills in electric mobility and renewable energy.
- India’s green economy vision, the initiative will provide certification, placement support, and pathways to green jobs in the rapidly evolving energy sector.
- Under the DGT–Shell India collaboration, green skill training will be delivered through a structured multi-tier model across select NSTIs and ITIs. In the first phase, the program includes a 240-hour advanced EV Technician course at 4 NSTIs, a 90-hour job-oriented EV skills course at 12 ITIs equipped with Shell-supported labs, and a 50-hour foundational green skills module at additional ITIs without physical labs.
- The Government of India has been actively advancing Green Energy and Electric Vehicle (EV) adoption in line with its net-zero ambitions. Flagship initiatives like the Faster Adoption and Manufacturing of Hybrid and Electric Vehicles (FAME) scheme have played a pivotal role in accelerating EV uptake, enhancing infrastructure, and offering targeted incentives.
- This partnership with Shell India is a focused step in bringing cutting-edge training infrastructure and industry-relevant curriculum into our ITIs and NSTIs.
- Its aim to support local communities by enabling future employment opportunities. Equipping youth with green energy skills is an important step towards building a lower-carbon future.
- This initiative empowers young people to thrive in an evolving energy landscape and contribute towards India’s net-zero ambitions.
- This collaboration between DGT and Shell India is a robust move in preparing India’s youth for careers in the future green economy.
- The initiative will equip students with hands-on skills and certifications, enhancing their employability and positioning them to lead in a sustainable, innovation-driven future.

Topic- 2: PM GatiShakti National Master Plan (PMGS NMP)
GS-2 and 3: Governance and Economy & Infrastructure
The context:
95th Meeting of Network Planning Group under PM GatiShakti evaluates key Infrastructure projects NPG evaluates Metro Rail, Road, and Logistics Park Projects on 12th June 2025.
About the PM GatiShakti National Master Plan (PMGS NMP):
-
- The PM GatiShakti National Master Plan, launched by Prime Minister Narendra Modi on 13th October 2021, is a transformative initiative aimed at creating a multimodal, integrated infrastructure ecosystem in India.
- It brings together 16 Ministries, including Railways, Roads and Highways, Petroleum & Natural Gas, Power, Telecom, Shipping, Aviation, and more, on a digital platform for coordinated infrastructure planning and implementation.
Key Objectives:
-
- Holistic Infrastructure Development: To break departmental silos and promote integrated, coordinated development across sectors.
- Multimodal Connectivity: Seamless integration between different modes of transport—rail, road, air, and waterways—for efficient logistics.
- Infrastructure for Economic Zones: Support industrial clusters, logistics parks, SEZs, and manufacturing hubs with last-mile connectivity.
- Data-Driven Decision-Making: Utilizes a GIS-based platform with over 1,200 data layers for real-time planning and monitoring of infrastructure projects.
- Reduction in Logistics Cost: Aims to reduce India’s logistics cost from the current 13–14% of GDP to 8% by enhancing efficiency.
Core Features:
-
- Institutional Framework: Empowered Group of Secretaries (EGOS), Network Planning Group (NPG), and Technical Support Unit (TSU) guide and oversee implementation.
- Digital System: GIS-based dashboard managed by BISAG-N (Bhaskaracharya National Institute for Space Applications and Geo-informatics).
- Project Synchronization: Aligns projects from ministries, states, and agencies to avoid duplication and optimize resources.
Strategic Benefits:
-
- Faster project clearances and better coordination among ministries.
- Enhanced logistics efficiency, leading to increased competitiveness in exports and domestic trade.
- Strengthening Make in India, Atmanirbhar Bharat, and Ease of Doing Business initiatives.
- Catalyzing development in remote and backward areas with better connectivity and infrastructure.
Examples of Implementation:
-
- Metro rail extensions (e.g., Ahmedabad Metro to Airport)
- Access-controlled expressways (e.g., NH-248S to Vadhavan Port)
- Elevated corridors in urban areas (e.g., Jodhpur)
- Multi-modal logistics parks (e.g., MMLP Hyderabad and Patna)
PM GatiShakti is a game-changing infrastructure development framework that seeks to revolutionize how infrastructure is planned and executed in India—by making it integrated, efficient, inclusive, and aligned with the vision of a $5 trillion economy and net-zero goals.
Current Evaluation from the PM GatiShakti National Master Plan (PMGS NMP) initiatives:
-
- Ahmedabad Metro Extension to Airport: MoHUA has proposed a 6.032 km metro extension to connect Koteshwar Metro Station with Sardar Vallabhbhai Patel International Airport, aiming to enhance urban mobility, reduce travel time, and integrate Ahmedabad’s transit system with improved airport access.
- 8-Lane Highway to Vadhavan Port (NH-248S): MoRTH is constructing an 8-lane access-controlled highway to connect the upcoming Vadhavan Port, supporting its development into a global trade hub with multimodal logistics links to NH-48 and the Delhi–Mumbai Expressway.
- Elevated Corridor in Jodhpur City: A 7.633 km four-lane elevated road is planned from Mahamandir to Akhaliya Chouraha, aligned along NH-62 and NH-125 to decongest traffic, bypass 28 junctions, and reduce peak-hour travel time by 20 minutes.
- Multi-Modal Logistics Park (MMLP), Hyderabad: MoRTH is developing a 315-acre MMLP at Parkibanda, Telangana, projected to handle 1.47 MMT cargo annually by 2028, with strong road-rail connectivity and proximity to Hyderabad’s key industrial areas.
- Multi-Modal Logistics Park (MMLP), Patna: A 106.19-acre MMLP is proposed at Jaitiya village, Patna district, with a projected cargo handling capacity of 5.43 MMT by 2071, connected to major highways, rail routes, and trade nodes including Patna Airport and Kolkata port regions.
