5. The Model Code of Conduct prohibits only a certain category of public expenditure with a view to denying the ruling party an unfair advantage by spending public resources. Examine.

QUOTATIONS AND CAPTIONS

    • The government must ensure more transparency in its conversations with Beijing over the future steps in normalising ties, the dismantling of buffer zones, restoration of status quo ante to 2020, and mechanisms for future deterrence against aggression at the India-China boundary.
    • The argument that simultaneous polls would drive voters to select the same party for both the Centre and the State Assembly is flawed, as it underestimates the electorate’s intelligence.
    • The Constitution prescribes a five-year term for State Assemblies and the Lok Sabha but allows for their dissolution to address political exigencies. This flexibility reflects a pragmatic approach to governance.
    • When people encounter a weighty concept scientists aren’t able to explain fully, the social character becomes more apparent than it normally is.
    • In governance, every obstacle is a doorway to innovation — step through it with courage and conviction.
    • For RBI, the policy choices are narrowing as the pressure on the currency intensifies.
    • India-China talks show incremental progress on border issues, yet differences in statements indicate ongoing challenges in peacebuilding and trust.
    • While the exercise is fraught with challenges, caste census has potential to uplift marginalised communities cannot be ignored.
    • Air pollution in India is an indicator of the pervasive institutional weaknesses that hold back material progress.
    • Although neuromorphic approaches to hardware and software are still nascent, India should explore them to become a key player in the field of emerging technologies.
    • Although GRAP has had some effectiveness in combating pollution in the Delhi-NCR region, more efficient solutions are needed, supported by Delhi citizens and the national government.
    • Although neuromorphic approaches to hardware and software are still nascent, India should explore them to become a key player in the field of emerging technologies.
    • Decentralising local governance is crucial to empowering municipal bodies with greater administrative autonomy and financial independence.
    • The key issue lies in India’s decentralised drug regulation system, which grants significant authority to State Drug Regulatory Authorities, leading to inconsistent enforcement and quality standards.
    • In India, existing carbon credit projects listed under non-governmental entities need to be examined to ensure inclusivity and efficiency.
    • Generic drugs are crucial for addressing healthcare affordability in a population marked by significant income disparities.
    • Ensuring the quality of generic medicines in India is vital to make them affordable and effective as innovator drugs.

ESSAY TOPIC

    • Science, merely by virtue of its immense power, must equip itself to choose between right and wrong

50-WORD TALK

    • Citizens and the media need to discuss and defend their fundamental rights. Whereas the freedom to speak and publish has been expanded along the way, RTI is being weakened beyond what the law and the Constitution permit. This is an unfortunate curbing of citizen’s fundamental rights.
    • Raghuram Rajan’s assertion, in an interview with ThePrint, that wealth taxes haven’t worked anywhere should put an end to this debate. It’s an ideologically driven idea aimed less at redistributing wealth and more at vindictively punishing wealth creators. Instead, the government should reorient spending priorities to boost India’s flagging growth.
