THE CONTEXT: Recently, Union Cabinet approved proposal for rationalization of all Centrally Sponsored Schemes operating under Ministry of Agriculture and Farmer’s Welfare into two-umbrella Schemes viz. Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) and Krishonnati Yojana.
EXPLANATION:
Way a Need of rationalization of the schemes:
- Comprehensive Strategic Plan by State governments: By ensuring convergence, providing flexibility and avoiding duplication to suit their requirements for agriculture sector.
- Streamlining approval of annual plans: Annual Action Plan (AAP) of States can be approved in one go rather approving individual scheme-wise AAPs.
- Focus on emergent challenges of Agriculture: Nutrition security, Sustainability, Climate resilience, value chain development & private sector participation.
About the Rashtriya Krishi Vikas Yojana:
- RKVY scheme was initiated in 2007 as an umbrella scheme for ensuring holistic development of agriculture and allied sectors.
- RKVY-RAFTAAR will continue to be implemented as a Centrally Sponsored Scheme in the ratio of 60: 40 (Government of India and State Share respectively) except in the case of northeastern and hilly states where the sharing pattern is 90:10. For UTs the grant is 100% as Central share.
- The main objective of Rashtriya Krishi Vikas Yojana is to develop farming as a main source of economic activity. Some of the objectives also include:
- Risk mitigation, strengthening the efforts of the farmers along with promoting agri-business entrepreneurship through the creation of Agri-infrastructure.
- Providing all the states with autonomy and flexibility in making plans as per their local needs.
- Helping farmers in increasing their income by encouraging productivity and promoting value chain addition linked production models.
- Empowering the youth through various skill development, innovation and agri-business models.
About Krishonnati Yojana
- Krishonnati Yojana The government of India introduced the green revolution Krishonnati Yojana in 2005 to boost the agriculture sector.
- Government through the scheme plans to develop the agriculture and allied sector in a holistic & scientific manner to increase the income of farmer.
- The scheme looks to enhance agricultural production, productivity and better returns on produce.
- It comprises 11 schemes and missions under a single umbrella scheme:
- Mission for Integrated Development of Horticulture (MIDH).
- National Food Security Mission (NFSM.)
- National Mission for Sustainable Agriculture (NMSA).
- Submission on Agriculture Extension (SMAE).
- Sub-Mission on Seeds and Planting Material (SMSP).
- Sub-Mission on Agricultural Mechanization (SMAM).
- Sub-Mission on Plant Protection and Plan Quarantine (SMPPQ).
- Integrated Scheme on Agriculture Census, Economics, and Statistics (ISACES).
- Integrated Scheme on Agricultural Cooperation (ISAC).
- Integrated Scheme on Agricultural Marketing (ISAM).
- National e-Governance Plan in Agriculture (NeGP-A).
