THE CONTEXT: PM-JANMAN scheme works  toward addressing energy poverty in tribal communities. However, continuous monitoring, accountability measures, and a comprehensive approach are necessary for genuine transformative changes in the lives of these communities.

EXPLANATION:

About the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN):

The Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) scheme is a commendable initiative by the Union Cabinet to address the long-standing issue of energy poverty in tribal communities. The focus on off-grid solar power solutions tailored to the unique needs of Particularly Vulnerable Tribal Groups (PVTGs) demonstrates a commitment to inclusive development.

Key features:

  • Free solar home lighting systems and mini-grids with batteries.
  • Five-year maintenance support and remote monitoring.
  • Dedicated budget and decentralized implementation approach.

Objective and Scope:

  • The primary objective of electrifying 100,000 PVTG households through off-grid solar power is a crucial step towards improving the quality of life in tribal areas.
  • The inclusion of solar mini-grids for clusters of households and solar power packs for multi-purpose centres reflects a comprehensive approach to meet diverse energy requirements in tribal regions.

Financial Allocations and Implementation:

  • The substantial budget of Rs 24,000 crore and the dedicated budget line (PM JANMAN) underline the government’s commitment to this transformative endeavor.
  • The financial breakdown for the years 2023-24, 2024-25, and 2025-26 provides transparency and highlights the long-term commitment to the scheme.
  • The decentralised approach and entrusting the Union Ministry of Tribal Affairs with implementation power are positive steps for effective execution.

Information, Education, and Communication (IEC) campaign:

  • The comprehensive IEC campaign has started initially in 100 districts, covering approximately 500 blocks and 15,000 PVTG habitations across 18 states and the Union Territory of Andaman and Nicobar Islands. In phase II, it will cover remaining districts.
  • This campaign is an effort aimed at saturating PVTG families with individual entitlements and habitations with basic facilities, by making these tribal communities aware about their entitlements. During the campaign period,  Aadhar card, Community certificate and Jan Dhan accounts will be provided  as these are basic requirements for other schemes such as issue of Ayushman card, PM Kisan Samman Nidhi, Kisan credit card
  • This initiative will ensure to cover every PVTG household that has remained unreached because of distance, lack of road and digital connectivity and will provide facilities at their doorstep. Places like Haat Bazar, CSC, Gram panchayat, Anganwadi, Multipurpose centre, Vandhan Vikas Kendras, Krishi Vigyan Kendras will be used to organise these events.

Additional Information

About PM PVTG- It is a major initiative by the Indian government aimed at improving the socio-economic conditions of Particularly Vulnerable Tribal Groups (PVTGs). These groups, comprising around 75 communities spread across 18 states and one Union Territory, face severe hardships due to their isolation, limited access to basic amenities, and vulnerability to exploitation.

Key features of the PM PVTG mission:

  • Holistic development: Addresses education, health, nutrition, housing, sanitation, water, road connectivity, livelihood opportunities, and skill development.
  • Convergence: Integrates 11 existing schemes from nine ministries to ensure focused and coordinated interventions.
  • Saturation approach: Aims to reach every PVTG family and habitation with essential services and facilities.
  • Funding: Allocated Rs. 24,000 crore over five years.
  • Community participation: Empowers PVTGs through Gram Sabhas and Van Panchayats in planning and implementation.
