THE CONTEXT:

Union Minister launched several initiatives and projects aimed at transforming India’s fisheries sector during the 4th Anniversary of Pradhan Mantri Matsya Sampada Yojana (PMMSY) in New Delhi on 11^th Sep 2024.

Explanation:

About Pradhan Mantri Matsya Sampada Yojana (PMMSY):

• PMMSY Launch Date: Pradhan Mantri Matsya Sampada Yojana or PMMSY Scheme launched in 2020, by the Department of Fisheries; Ministry of Fisheries, Animal Husbandry, and Dairying; to bring about ecologically healthy, economically viable, and socially inclusive development of the fisheries sector of India.
• Objectives of PMMSY Scheme
  • Harness the potential of the fisheries sector in a sustainable, responsible, inclusive, and equitable manner.
  • Enhance fish production and productivity through expansion, intensification, diversification and productive utilization of land and water.
  • Modernize and strengthen the value chain including post-harvest management and quality improvement.
  • Double fishers and fish farmers’ incomes and generate meaningful employment.
  • Enhance the contribution of the fisheries sector to Agricultural GVA and exports.
  • Ensure social, physical, and economic security for fishers and fish farmers.
  • Build a robust fisheries management and regulatory framework.
• Umbrella scheme: The PMMSY is an umbrella scheme with two separate Components:
  • Central Sector Scheme (CS) and
  • Centrally Sponsored Scheme (CSS).
  • The Centrally Sponsored Scheme (CSS) Component is further segregated into non-beneficiary oriented, and beneficiary oriented activities under the following three broad heads:
    • Enhancement of Production and Productivity.
    • (ii) Infrastructure and Post-harvest Management.
    • (iii) Fisheries Management and Regulatory Framework.
• Outlay: The scheme has been approved at a total estimated investment of Rs. 20,050 crores comprising Central share of Rs. 9407 crores, State share of Rs 4880 crores and Beneficiaries contribution of Rs. 5763 crores.
• Time period: PMMSY will be implemented in all the States and Union Territories for a period of 5(five) years from FY 2020-21 to FY 2024-25.

Highlighted key point:

• Appeal to Fisheries Departments: States/UTs fisheries departments were urged to utilize allocated funds and ensure registration of fish workers on the National Fisheries Development Program (NFDP) portal.
• Fisheries Stakeholders’ Welfare: The government, under Prime Minister leadership, is working towards the development and welfare of 3 crore fisheries stakeholders.
• Group Accident Insurance Scheme and Transponders: Key initiatives such as the Group Accident Insurance Scheme and transponders on fishing vessels for Vessel Communication & Support System were highlighted for socio-economic welfare.
• NFDP Portal Launch: The National Fisheries Development Program (NFDP) Portal was launched to provide a central hub for fish worker registration, services, and support, including access to institutional credit, grants, and insurance.
• Distribution of Registration Certificates: Registration certificates under the NFDP portal were distributed to fish workers from various states, such as Maharashtra, Odisha, Punjab, Meghalaya, and Assam.
• SOP on Fisheries Clusters: Standard Operating Procedure (SOP) on Production and Processing Clusters under the Fisheries Cluster Development Program was released, focusing on pearl cultivation, ornamental fisheries, and seaweed cultivation.
• Climate-Resilient Coastal Villages: Guidelines were unveiled to develop 100 coastal villages into Climate Resilient Coastal Fishermen Villages (CRCFVs), with an allocation of ₹200 crore aimed at sustainable fishing and infrastructure improvement.
• Pilot Project on Drone Technology: A pilot project to explore drone technology for fish transportation was announced, led by the Central Inland Fisheries Research Institute (CIFRI).
• Seaweed Farming and Breeding Centres: The establishment of the Mandapam Regional Centre of ICAR-CMFRI as a Centre of Excellence for seaweed farming and the creation of Nucleus Breeding Centres (NBCs) for marine and inland species were announced.
• Incubation Centres for Startups: Three incubation centres for promoting fisheries start-ups were launched at MANAGE, Hyderabad; ICAR-CIFE, Mumbai; and ICAR-CIFT, Kochi.
• Promotion of Indigenous Species: A booklet on ‘Promotion of Indigenous Species’ and ‘Conservation of State Fish’ was released, highlighting 22 states/UTs that have declared their state fish or aquatic animal.

Priority Projects with ₹721.63 Crore Allocation:

• Key projects announced include:
  • Five integrated Aqua parks in Assam, Chhattisgarh, Madhya Pradesh, Tripura, and Nagaland.
  • Two world-class fish markets in Arunachal Pradesh and Assam.
  • Smart and integrated fishing harbors in Gujarat, Puducherry, and Daman & Diu.
  • 800 hectares for integrated fish farming in Uttar Pradesh, Rajasthan, Arunachal Pradesh, Manipur, and Punjab.

Government’s Commitment: The government’s vision for strengthening the fisheries sector aligns with the goal of “Viksit Bharat 2047,” focusing on sustainable growth and enhancing livelihood opportunities.
