Opinion: River-Linking Is Not the Solution

Context

    • The debate over Interlinking of Rivers (ILR) has resurfaced after the Union Home Minister emphasised the need for an early resolution of water disputes in southern India and suggested linking major rivers from the Brahmaputra to the Godavari and Cauvery.  The core argument of the opinion is that India’s water problem is not simply a problem of inadequate supply. It is also a problem of uneven distribution, inefficient use, groundwater depletion, ecological degradation and poor water governance.  Therefore, large-scale river linking may address some local water deficits, but it cannot substitute for demand management and institutional reforms.

India’s water crisis is primarily a governance problem

India receives substantial annual rainfall, but it is:

    • Highly seasonal — concentrated during the monsoon.
    • Geographically uneven — some regions face floods while others face drought.
    • Increasingly uncertain due to climate change.
    • Lost through inefficient irrigation, urban leakage and poor watershed management.

Thus, the real challenge is:

How can India conserve, store and efficiently use available water rather than continuously transferring water from one basin to another?

This distinction is crucial for policymaking.

Inter-State disputes show that “more water” does not automatically mean “less conflict”

The Pennaiyar dispute between Karnataka and Tamil Nadu is a good example.

    • The dispute has remained unresolved despite negotiations.
    • In February 2026, the Supreme Court directed the Centre to constitute a River Water Disputes Tribunal, after negotiations failed to produce an acceptable settlement.
    • This illustrates a fundamental problem: institutions for allocating existing water must work before India embarks on massive schemes to redistribute water.

Other examples include:

    • Cauvery — Karnataka–Tamil Nadu
    • Krishna — Maharashtra–Karnataka–Telangana–Andhra Pradesh
    • Mahanadi — Odisha–Chhattisgarh
    • Mahadayi/Mandovi — Goa–Karnataka–Maharashtra
    • Mullaperiyar — Kerala–Tamil Nadu

Therefore, river linking can potentially create new inter-State conflicts over transferred water, rather than eliminating existing ones.

The biggest conceptual problem: What is “surplus water”?

River-linking projects generally assume that a basin has “surplus” water that can be transferred to a “deficit” basin.

But this assumption is complicated.

Why?

    • A river’s flow varies dramatically between years.
    • Climate change is altering rainfall patterns and extreme events.
    • Water considered surplus during a normal year may be crucial during a drought year.
    • Rivers require adequate environmental flows to sustain:
      • wetlands,
      • fisheries,
      • groundwater recharge,
      • agriculture,
      • downstream ecosystems.

Therefore:

“Surplus” should not mean merely water that is currently flowing into the sea.

Some downstream flow is ecologically and economically necessary.

Ecological consequences can be significant

Large inter-basin transfers may alter:

    • Natural river flows
    • Sediment movement
    • Groundwater recharge
    • Wetland ecosystems
    • Fish migration
    • Delta formation
    • Floodplain ecology

The proposed Pamba–Achankovil–Vaippar link, for instance, has faced opposition from Kerala because of concerns about its ecological implications for the Vembanad wetland system.

This highlights an important principle:

Water is an ecological resource, not merely an economic commodity.

Any project must therefore consider environmental flows and basin ecology, not only irrigation potential.

India’s experience with river linking is limited

In roughly 130 years, India has undertaken only a handful of major inter-basin transfers, most concentrated in southern India.

Examples include:

    • Mullaperiyar
    • Parambikulam–Aliyar
    • Krishna Water Supply Project
    • Indira Gandhi Canal

However, limited historical success cannot automatically justify nationwide river linking.

The government currently identifies 30 Interlinking of Rivers projects under the National Perspective Plan — 16 under the Peninsular component and 14 under the Himalayan component.

But the Ken–Betwa Link Project is currently the only priority ILR project under the NPP that has entered the implementation stage.

Ken–Betwa: The strongest case for and against ILR

The Ken–Betwa Link Project is India’s first major river-linking project to enter implementation.

Expected benefits

    • Estimated cost: about ₹44,605 crore
    • Irrigation: around 10.62 lakh hectares
    • Drinking water: nearly 62 lakh people
    • Hydropower: 103 MW
    • Solar power: 27 MW

It is aimed primarily at addressing water scarcity in Bundelkhand.

But concerns remain

    • Forest and biodiversity impacts
    • Displacement and rehabilitation
    • Land acquisition
    • Impact on the Panna landscape
    • Question of whether projected “surplus” water will remain available under changing climate conditions

Interestingly, as recently as August 2026, the government had to respond to protests concerning displacement and rehabilitation associated with the project.

Thus, even a project with substantial developmental benefits requires strong social and ecological safeguards.

Why demand management is more sustainable

The opinion’s strongest recommendation is to shift the policy focus from:

Supply-side approach

“Find more water.”

to

Demand-side approach

“Use existing water more efficiently.”

India should prioritise:

    • Micro-irrigation — drip and sprinkler systems
    • Crop diversification away from water-intensive crops in stressed regions
    • Rainwater harvesting
    • Watershed development
    • Aquifer recharge
    • Reuse of treated wastewater
    • Urban water recycling
    • Reduction of distribution losses
    • Scientific groundwater extraction

Example: Groundwater

Free or heavily subsidised electricity for irrigation can encourage excessive pumping.

This creates a vicious cycle:

Cheap electricity → excessive pumping → groundwater depletion → deeper wells → higher ecological stress.

Therefore, electricity and water policies must be integrated.

Agriculture needs a fundamental rethink

Agriculture consumes the overwhelming majority of India’s freshwater withdrawals.

Hence, water security cannot be achieved only through dams and canals.

India should incentivise:

    • Millets
    • Pulses
    • Oilseeds
    • Less water-intensive crops
    • Region-specific cropping patterns

For example, encouraging highly water-intensive crops in naturally water-stressed regions can undermine the objective of river linking itself.

The goal should be:

“Right crop, right region, right water technology.”

Strengthen the institutional framework

India needs better implementation of:

Inter-State River Water Disputes Act, 1956

    • Faster dispute resolution.
    • Greater institutional capacity.
    • Better compliance with tribunal/Supreme Court decisions.

National Water Policy

    • Treat water as a finite ecological resource.
    • Prioritise drinking water and ecological needs.
    • Encourage integrated basin management.

River Basin Organisations

Water should ideally be managed according to river basins, rather than purely administrative boundaries.

What should India do?

A better water-security strategy:

1. First — conserve
Rainwater harvesting, watershed restoration and aquifer recharge.

2. Second — improve efficiency
Drip irrigation, wastewater reuse and reduced leakage.

3. Third — reform agriculture
Align cropping patterns with local water availability.

4. Fourth — strengthen institutions
Resolve inter-State disputes quickly and transparently.

5. Fifth — consider selective transfers
Inter-basin transfers should be considered only where:

    • genuine long-term water deficits exist,
    • ecological impacts are manageable,
    • affected communities consent/are fairly compensated,
    • environmental flows are protected,
    • and alternatives have been exhausted.

Conclusion

The river-linking debate should not be framed as: “River linking: Yes or No?” The better question is:

“Where, when and under what ecological and social conditions is inter-basin water transfer justified?” India’s future water security will depend less on moving more water and more on wasting less water.
