Group of Ministers (GoMs) and Empowered Group of Ministers (EGoMs)

About:

    • These are ad hoc bodies to recommend the Cabinet on urgent issues.
    • Some GoMs have decision-making powers while others only provide recommendations.

Need of GoMs and EGoMs

    • 1990s onwards, developments have increased convergence between ministry/departments
    • Policy making and implementation demand greater consultation, cooperation and coordination.
    • Convergence means divergence also, to sort out inter-ministerial differences.

How have they worked?

    • Became symbol of policy paralysis during UPA time.
    • Over 30 such groups were formed and some of them never met.
    • Sanjay Bharu in his book Accidental PM highlighted how during UPA time, they were created to bypass ministers.
