- Policy making and implementation demand greater consultation, cooperation and coordination.
- Convergence means divergence also, to sort out inter-ministerial differences.
How have they worked?

- Became symbol of policy paralysis during UPA time.
- Over 30 such groups were formed and some of them never met.
- Sanjay Bharu in his book Accidental PM highlighted how during UPA time, they were created to bypass ministers.
