APPROACH AND STRUCTURE

  • In introduction, briefly mention about administrative structure in India.
  • Changes brought by New Economic Policy 1991 (LPG) reforms and expected changes in administration.
  • In this context discuss the reforms undertaken since 2014 by present government and further reforms needed to be taken.

INTRODUCTION: Administrative structure in India is a colonial legacy of British government. It is centralized and suitable for maintaining stability rather that transformation.This institutional structure continued even after independence, although we adopted new liberal democratic polity.

The administrative structure was highly centralized, generalist, rule oriented and suitable for maintaining stability & order i.e. controlling the society rather than encouraging society to grow and develop.

Reforms in the first four decades after independence were not effective. New economic policy of 1991 led to new reforms in civil services to suite administrative structure with changes in economic environment. E.g. RTI, e-governance. Legal, procedural reforms were introduced including Performance based incentives (2011).However, it was not still suitable institution for economic performance rather it was considered as drag.Administration is infamous for following three aspects: Centralization, Bureaucratic attitude and lack of innovation.

Therefore, civil service reforms have been undertaken since 2014 to transform civil services to make it driver of economic growth and an institution based on maxim of minimum government & maximum governance. These reforms are:

    • Perform or Perish
    • 3600 appraisal
    • SPARROW, PROBITY & Solve
    • PRAGATI
    • Integrity & ability to perform as basis to evaluate performance e. outcome oriented administration
    • Mission Karmayogi (Moving form rule to role based civil services)

Such reforms are based on philosophy of ‘Reform, Perform and Transform’. Therefore, for the first time in seven decades of independence, civil services is getting real transformation to wear off colonial outlook and Indianize to suite Indian ethos and should not only work for economic performance but also for democratization by working with people.

Civil servants through schemes like Direct benefit Transfer (DBT), Ujjwala, BBBP, SabkaSathSabkaVikasSabkaPrayas, have played instrumental role in success of such schemes, strengthened the democracy and image of civil service.

CONCLUSION:

If Mission Karmayogi is implemented along with other reforms of present government, it will redefine institutional structure of civil service which will be strongly linked to economic performance and strengthening democracy.
