Interstate Council

Aim:

    • Established under Article 263 to coordinate between states and between Centre & states.
    • President can constitute the council if it serves public interest.
    • President defines its duties, organization, and procedure.

Role:

    • Recommends solutions on inter-state & Centre-state relations.
    • Investigates & discusses subjects of mutual interest.
    • Deliberates on issues referred by the Chairman.
    • Promotes coordination between Centre & states.

Issues:

    • Infrequent meetings like met only 11 times since 1990s.
    • Not a permanent body and lack independent secretariat.
    • Recommendations are advisory and non-binding.
    • Influenced by political dynamics.

Way forward:

    • Regular and timely meetings
    • Clear and well defined agenda
    • Integration of technology to facilitate communication.
