Objectives:

- To provide demand driven, placement oriented National Skills Qualifications Framework (NSQF) compliant skilling programmes to incentivize and supplement the efforts of the industry in creating jobs in the organized textile and related sectors.
- To promote skill upgradation in the traditional sectors of handlooms, handicrafts, sericulture and jute.
- To ensure sustainable livelihood either by wage or self-employment to all across the country.
Features:

- The scheme aims to train 10 lakh personnel – 9 lakhs in organised and 1 lakh in traditional.
- Implementing agencies:
- Textile industry
- Institutions/Organization of the Ministry of Textiles/State Governments having training infrastructure and placement tie-ups with textile industry.
- Reputed training institutions/ NGOs/ Societies/ Trusts/ Organizations/ Companies /Start Ups / Entrepreneurs active in textile sector having placement tie-ups with textile industry.A centralised web-based Management Information System (MIS) is established for monitoring and implementation of scheme. It acts as an integrated platform for registration and empanelment of implementing agencies.

- Eligibility: A trainee must be a citizen of India possessing Aadhaar card with age over 14 years.
- Some advanced features include:
- Aadhaar enabled biometric attendance system (AEBAS)
- Training of Trainers (ToT)
- CCTV recording of training programme.
- Dedicated call centre with helpline number
- Web based Management Information System (MIS)
- Third party assessment and certification by assessment agencies
- Placement: employment linkage mandatory under courses with mandatory placement of 70% at entry level and 90% in case of skill upgradation.
- Wage compensation to be provided in traditional sector courses.
- Concessional credit for self-employment, under PM Mudra Yojna.
Achievements:

- More than 85% of the beneficiaries trained so far under the scheme are women.
- More than 70% of the beneficiaries trained in organized sector courses has been provided placement.
