ABOUT THE SCHEME: It is a Centrally Sponsored Scheme. It is the revamped version of erstwhile Rashtriya Krishi Vikas Yojana (RKVY) initiated in 2007 as an umbrella scheme for holistic development of agriculture and allied sectors. It aims to strengthen infrastructure by building Agripreneurship & Agri-buisness ecosystem in the country, facilitating financial aid to potential Agri-startups and nurturing a system of business incubation.
OBJECTIVES OF THE SCHEME:
1. To strengthen the farmers’ efforts through creation of required pre and post-harvest agri-infrastructure that increases access to quality inputs, storage, market facilities, etc. and enables farmers to make informed choices.
2. To provide autonomy, flexibility to States to plan and execute schemes as per local/ farmers’ needs.
3. To promote value chain addition linked production models that will help farmers increase their income as well as encourage productivity.
4. To mitigate risk of farmers with focus on additional income generation activities – like integrated farming, mushroom cultivation, bee keeping, etc.
5. To empower youth through skill development, innovation and agri-entrepreneurship.
6. To attend national priorities through several sub-schemes.
SALIENT FEATURES:

- It is a Centrally Sponsored Scheme.
- Fund Allocation 90:10 for North Eastern States and 60:40 for others:
- Regular RKVY-RAFTAAR (Infrastructure & Assets and Production Growth): 70% of annual outlay to be allocated to states as grants (out of this, 20% are flexi funds).
- RKVY-RAFTAAR special sub schemes of National Priorities with 20% of annual outlay.
- Innovation and agri-entrepreneur development with 10% of annual outlay (In case the funds not utilized, it will be diverted to regular RKVY & sub-schemes).
- Decentralised planning: State Agriculture Departments is the Nodal Implementing Agency. States make District Agriculture Plan and State Agriculture Plan based on agro-climatic conditions, availability of appropriate technology and natural priorities.
- It is a project based scheme. Thus, Detailed Project Reports (DPR) are to be prepared by states after every project.
- It is a flexible scheme that allow states to tailor the scheme to their specific needs.
